Guangdong's electricity price reform brings huge market cake

The huge cake feast of Guangdong's electricity reform has begun. On the 13th, a reporter from Southern Daily learned from Southern Power Grid Group Corporation that Guangdong, as the first province in China to allow electricity sales companies to participate in competitive transactions, has seen a rapid growth in the size of the electricity market over the past year, greatly stimulating market vitality. As of now, there are 1297 market entities participating in competitive transactions in Guangdong, of which 210 electricity sales companies have entered the market, ranking first in the country in terms of quantity; The cumulative traded electricity reached 43.96 billion kilowatt hours.

The dividends of the electricity sales reform have been released, which have had a positive impact on cost reduction, structural adjustment, industrial transfer, and efficiency improvement.

Allow reasonable returns on a cost basis

Solidly carrying out the pilot reform of transmission and distribution electricity prices, the establishment and operation of regional and provincial power trading centers, and the reform of incremental distribution of electricity, Southern Power Grid once again plays the role of a "test field".

Yang Jinbai, Deputy General Manager of Southern Power Grid Corporation, presented the achievements of Guangdong's electricity reform: Since the beginning of this year, Southern Power Grid Corporation has saved users a total of 24.15 billion yuan in electricity costs through reforms in transmission and distribution prices, implementation of coal electricity price linkage, and market-oriented transactions. It is expected that the total electricity consumption in the five southern provinces and regions will increase by 4% this year, higher than the expectation at the beginning of the year.

Among them, the reform of transmission and distribution electricity prices is an important part of the power system reform. It is a change from the previous profit model of power grid enterprises relying on buying and selling electricity to "allowing cost plus reasonable income", and implementing total revenue supervision for power grid enterprises, that is, "managing the middle" in the power system reform.

Yang Jinbai introduced that in the specific implementation, they combined the characteristics of high water electricity ratio in the southern region and reserved low-priced power sources for policy oriented low-priced users such as residents and agriculture, partially alleviating the problem of cross subsidy of electricity prices. Among them, Yunnan and Guangxi have piloted the implementation of power generation enterprise access system engineering prices, improving the electricity pricing system and structure.

The core of the reform of transmission and distribution electricity prices is to establish an electricity pricing mechanism based on the effective assets of transmission and distribution, which includes "permitted costs plus reasonable benefits". Zheng Xinye, director of the Energy Research Center of the National Development and Strategy Research Institute of Renmin University of China and vice president of the School of Economics, analyzed that the power transmission and distribution price is falling in this cycle, but it does not mean that it will also fall in the future. Continue to promote market-oriented trading of electricity

The electricity trading center is an important platform and driving force for market-oriented electricity trading.

Yang Junwei, director of Guangdong Electric Power Trading Center, presented a set of power supply and consumption data to reporters: as of the end of November 2016, Guangdong Province had a power supply of 489.6 billion kilowatt hours. A total of 1297 market entities have entered the Guangdong electricity trading market. Among them, there are 38 power plants, all of which are coal turbines with a capacity of over 300000 kilowatts, totaling 101 units, with an installed capacity of 52.71 million kilowatts, accounting for 51% of the province's total installed capacity. There are 613 large users (who can directly participate in market transactions) and 436 small and medium-sized users in the park (11 parks, requiring electricity sales companies to act as agents to participate in market transactions). There are 210 electricity sales companies, the largest number in the country.
