The Jiangsu Xukuang "Upper Large Pressure Small" Cogeneration New Project (hereinafter referred to as "the Project") is invested by Xuzhou Mining Group Co., Ltd., and its subsidiary Jiangsu Huamei Thermal Power Co., Ltd. is responsible for construction and operation. A new 2 × 350MW supercritical cogeneration unit will be built in the industrial square of Pangzhuang Coal Mine in the northwest of Xuzhou City, equipped with 2 × 1150t/h supercritical circulating fluidized bed boilers. Simultaneously, desulfurization, denitrification, dust removal, ash removal, and circulating cooling systems will be constructed, along with supporting engineering facilities such as fully enclosed coal yards, water intake and drainage systems, and sewage treatment.

The project was completed in November 2014 with an environmental impact assessment report prepared by the State Grid Environmental Protection Research Institute. In March 2014, it received pre-approval from the Jiangsu Provincial Environmental Protection Department (Su Huan Shen [2014] No. 34), and in December 2014, it was approved by the Ministry of Environmental Protection (Huan Shen [2014] No. 326). In January 2015, it was approved by the Jiangsu Provincial Development and Reform Commission with the document Su Fa Gai Nengyuan Fa [2015] No. 89. The project started construction in February 2015, and during the project design and construction process, the company optimized some of the construction content. The overall layout of the power plant area, coal yard, coal transportation railway inside the plant, and coal unloading method have changed compared to the original environmental impact assessment. The company commissioned the State Grid Environmental Protection Research Institute to prepare the report. The "Analysis Report on the Change of the New Thermal Power Generation Project of Jiangsu Xukuang's' Upsizing and Suppressing Small Projects'" was completed in February 2016. The production capacity of the project has reached over 75% of the design scale, and the main project and environmental protection facilities have been completed and put into operation, meeting the conditions for "three simultaneities" completion acceptance monitoring.

According to the requirements of the 13th Order of the State Environmental Protection Administration and other documents such as the "Management Measures for Environmental Protection Acceptance of Construction Projects", commissioned by Jiangsu Huamei Thermal Power Co., Ltd., the Jiangsu Environmental Monitoring Center organized the Xuzhou Environmental Monitoring Center Station to conduct on-site monitoring of the emission status of pollutants such as waste gas, wastewater, noise, solid waste, and the operation status of various environmental protection treatment facilities in the project in February and July 2016. Based on the monitoring results and on-site environmental management inspections, the completion acceptance monitoring report of this project was prepared to provide scientific basis for the completion environmental protection acceptance and management of the project.
